Asterix MessageBroker implementation

This change includes the following:
- Add implementation for CC/NC MessageBroker.
- Implement GlobalResourceIdFactory using MessageBroker.
- Change resource id factory to GlobalResourceIdFactory.
- Refactor metadata indexes fixed properties.
- Use fixed resource ids for metadata indexes.
