[NO ISSUE][OTH] Fix hyracks-api Dependences

- storage format changes: no
- interface changes: no

Details:
- Ensure hyracks-api module depends only on hyracks-util. This way
  new APIs can be added to hyracks-api and used on all other modules
  without facing cyclic dependency issues.
