[ASTERIXDB-2330][*DB][RT] Add IFunctionRegistrant for dynamic function registration

- storage format changes: no
- interface changes: yes

Details:

- Look for IFunctionRegistrant service instances at runtime, and use these to dynamically
register non-core functions with *DB
- Extract fuzzyjoin functions from core runtime
