[ASTERIXDB-3322][FUN] Adapt external artifacts to DB

- storage format changes: yes
- interface changes: yes

Details:

Adapt libraries and consumers of libraries to use
the new Database level when appropriate. Add a test
to run some of the library-related tests with this.
