[NO ISSUE][HYR][LIC] += <extraDependencies/> to license plugin

- Add ability to include extra maven dependencies (i.e. those not in the
  project model) in generated license output
- Extra maven dependencies can be the same groupId/artifactId as an
  exisiting dependency
