[ASTERIXDB-2308][STO] Prevent Race To Allocate Memory Components

- user model changes: no
- storage format changes: no
- interface changes: no

Details:
- Ensure concurrent threads will not attempt
  to allocate memory components twice.
- Synchronize index lifecycle operations.
- Remove unused methods.
