[ASTERIXDB-2979][MTD][GRAPH] Implement CREATE / DROP GRAPH
Initial commit. This supports CREATE GRAPH, DROP GRAPH, and prevents
dropping views / functions / datasets / synonyms / dataverses that a
graph depends on.
